Small E-Money Issuer Certificates
Issuing e-money is a regulated activity under article 9B of the Regulated Activities Order (RAO). Under articles 9C to 9G of the RAO, the holder of a small e-money issuer is excluded from the regulated activity of issuing e-money. The FSA will only grant a small e-money issuer certificate if any one or more of the criteria set out in article 9C are met. These are:- e-money issued to consumers is subject to a storage amount of €150 and the total e-money issued is limited to €5m;
- e-money issued to consumers is subject to a storage amount of €150, the total e-money issued is limited to €10m and only issued for use by connected parties; and
- e-money issued to consumers is subject to a storage amount of €150, the total e-money issued is limited to €10m and only issued for use within a limited geographic area.
