FSA appoints senior advisor to Markets Division

The Financial Services Authority has today appointed Bay Green, currently vice chairman of Dresdner Kleinwort, to its panel of senior industry experts. This panel consists of industry practitioners appointed by the FSA to share their experience and expertise with its supervisors.
Bay Green will be primarily involved in assisting the Markets Division in its role as UK Listing Authority with a particular focus on listing transactions, sponsor supervision and company monitoring.
Sally Dewar, FSA Director of Markets Division, said:
"Bay Green's appointment to our panel of experts will provide the Markets Division with access to a wealth of wholesale market experience. The appointment continues the FSA's commitment to drawing upon relevant industry expertise to assist in its operations."

Bay Green
Currently Vice-Chairman of Dresdner Kleinwort (DrK), a position he has held since 1996. He has been involved in Corporate Advisory work since 1971 when he joined DrK. From 1988 to 1991, he was Head of Corporate Finance at Hill Samuel and subsequently rejoined DrK later becoming Head of its Financing and Advisory Division. He has led or been involved in many corporate advisory transactions a number of which were landmark transactions of their time. He is a non-executive Director of three listed UK companies and of a leading charitable organisation He is also a fellow of the Institute of Chartered Accountants of England and Wales and a member of the Securities Institute. -
Senior industry experts were appointed as a response to the 1996 Report on Banking Supervision which recommended that the Bank of England line supervisors have more access to the experience and expertise of the Firms and Markets they supervised.
This role has developed and evolved to reflect the changing needs and priorities of the FSA. These industry experts are now aligned with the Wholesale Business Unit, and the Retail Business Unit. Their broad experience covers all of the major sectors of the financial services industry (banking, insurance, securities and investment management). Their technical expertise includes knowledge and experience of risk management and control, conduct of business issues, accounting/auditing/actuarial issues and change management. -
The FSA regulates the financial services industry and has four objectives under the Financial Services and Markets Act 2000: maintaining market confidence; promoting public understanding of the financial system; securing the appropriate degree of protection for consumers; and fighting financial crime.

The FSA aims to promote efficient, orderly and fair markets, help retail consumers achieve a fair deal and improve its business capability and effectiveness.
