As part of the FSA's aim to provide career development opportunities for employees, vacancies will normally be advertised internally on Connect+.

Application process for internal candidates

You should first inform your current line manager that you intend to make an internal job application.

You should then follow the online application process on Connect+.

If you are successful, you will normally move within 1 working month of appointment (plus any leave you have planned) unless the line managers of the respective areas agree otherwise. Account will be taken of the relative balance between existing and new priorities.

Staff who have moved jobs within the previous 12 months

You will not normally be permitted to apply for internal vacancies until you have completed a period of 12 months in your current role. In exceptional cases moves can take place within this time frame provided that your line manager has given explicit approval.

If you are on your probationary period, you may not apply for an internal vacancy until you have successfully completed your probationary period. If you are on a short-term contract you may only apply for an internal vacancy towards the end of your short-term contract. If you successfully apply for an internal vacancy you will not be able to commence that position until the expiry of your existing contract.

Circumstances where jobs might not be advertised internally

There will be occasions when jobs are filled without internal job advertising. This is generally only likely to be the case under the following circumstances:

  • where speed of movement is the primary consideration;
  • where a ‘directed’ move is a key element in someone’s career development or will help the FSA spread new ideas and practices across the organisation;
  • where the skills required for the new role are confined to very few individuals within the FSA;
  • where any staff at risk of redundancy need to be deployed directly into a role;
  • where divisions reorganise and one or more of the above points apply.

Employees will never be moved directly into a role where it would involve a promotion. The FSA sees it as a very important that promotions only take place following an open advertising process.

Procedure for internal recruitment

The following will apply:

  • Internal vacancies will usually be advertised for ten working days;
  • All candidates must attach a copy of their most recent annual appraisal to their application form;
  • Candidates not selected for interview will be notified of the decision. At this stage feedback will be given if requested to unsuccessful candidates;
  • All candidates interviewed will be notified in writing of the outcome.
  • The successful candidate will receive a letter from HR Transactions confirming the appointment to the post. Where the appointment involves a change to terms and conditions of employment, the change will be notified in writing by HR Transactions.
