The Financial Services Authority today published a draft Readers Guide which explains in a simple and clear way how to use the FSAs new Handbook of Rules and Guidance.

Bob Ferguson, Head of FSA Policy Co-ordination, said:

The Readers Guide is a key navigational aid which will be a vital tool for firms, advisers and other users of the Handbook. It explains the format, layout and workings of the Handbook including the status and definition of the component parts such as Rule, Guidance and Evidential Provision.

The draft Guide forms part of a Consultation paper on General Provisions (CP 71) setting out proposed general provisions underpinning the whole Handbook.

Notes for editors

  1. The Handbook will come into force next year at the time when the main provisions of the Financial Services and Market Act 2000 are implemented.

  2. The FSA is seeking comments on CP 71 by 8 January 2001. It is available on the FSA Website under Publications.

  3. The FSA regulates the financial services industry and has four objectives under the Financial Services and Markets Act 2000: maintaining market confidence; promoting public understanding of the financial system; the protection of consumers; and fighting financial crime.

  4. The FSA aims to maintain efficient, orderly and clean financial markets and help retail consumers achieve a fair deal.
