RMAR Validation Issue

Please note, there are validation issues with the RMAR data items C, D, E and J. These are being investigated and in the meantime firms should enter and save any data until this issue has been resolved. Please try to validate and submit the relevant data items again during the week of 13 October 2008.

GABRIEL operating hours

15 September to 30 November 2008

The system is available on Mondays - Thursdays: 8am – 5pm

It is not available on Fridays during this period.

Notes

GABRIEL activation timetable

During August and September 2008, we launched GABRIEL to firms such as banks and building societies. During October and November 2008, GABRIEL will be available to the following firms:

  1. mortgage intermediaries/brokers
  2. insurance intermediaries/brokers
  3. personal investment firms
  4. mortgage lending and administration firms
  5. Complaints reporters (including Authorised Professional Firms) that are not already using GABRIEL

We will be migrating about a large number of firms from Firms Online. To ensure a smooth implementation of GABRIEL, we will stagger the release of the activation emails from 1 October 2008. Your Firms Online Principal User will receive his/her activation details in good time to allow submission of data.

For example:

  1. If your first GABRIEL return has a reporting period end date of 30 September 2008, the activation email should reach you no later than 7 October 2008.
  2. If your first GABRIEL return has a reporting period end date of 31 October 2008, the activation email should reach you no later than 3 November 2008.

RMAR and MLAR changes

For RMAR reporters - Following earlier reviews we are reducing the RMAR data requirements by some 30% from 30 September 2008. The RMAR changes document provides a summary of the changes.

For MLAR reporters – The concession for the MLAR submission period will revert to 20 business days when firms start reporting via GABRIEL. See page 5 of the Information Pack for more details.

Important note

We expect that during October and November 2008 there will be a high volume of usage which may lead to potential performance issues. We would like to ask firms (where possible) to limit usage during this period, so that we can monitor the performance of the system and make enhancements to it where necessary. In order to implement any possible upgrades, GABRIEL will operate during the hours specified above.

We also anticipate our Customer Contact Centre will be receiving a high volume of calls during this period and, therefore, we would appreciate it if you call the Contact Centre (Tel: 0845 606 9966, email: fcc@fsa.gov.uk) only if you have not received your activation details by the time frame described above.

Minimum computer specification

  • Adobe Acrobat Reader 5.0 or above (you can download this free of charge from www.adobe.co.uk)
  • Microsoft Internet Explorer version 5.5 or above
  • a screen resolution of 1024 x 768

Recommended:

  • Adobe Acrobat Reader 7.0 or above (you can download this free of charge from www.adobe.co.uk)
  • Microsoft Internet Explorer version 6 or above
  • a screen resolution of 1028 x 960

Note:

  • Offline Forms: Firms wishing to use the Offline Forms functionality within GABRIEL must have Adobe Acrobat Reader 7.0 or above. Without this firms will be unable to download the interactive PDF to their desktop (you will however still be able to open and save data items).
  • Extract to Excel: Firms wishing to use the Extract to Excel functionality within GABRIEL must have Excel Version 2003 Professional.
