Thomas Huertas - Director, Banking Sector

Thomas Huertas has extensive practical experience in banking and finance from his career with Citigroup, joining in 1975 and holding a number of senior positions. He worked extensively on regulatory issues and corporate strategy in both the United States and Europe as the Chief of Staff for the Vice Chairman. From 2001 to 2003, Thomas was Chief Executive of Orbian, a trade finance and settlement company. More recently, Thomas was Managing Director of Citigroup Global Transaction Services. In addition, he has published and lectured extensively on financial regulation. He holds a PhD in Economics from the University of Chicago.

David Raikes

David has been at the FSA since it was set up in 1998, and before that worked in the Bank of England. He is an economist by training, and has focussed on analysing and assessing the risks to the financial sector arising from the macroeconomic and business environment in which they operate. Between 2001 and 2005 David was manager of a group in the Finance Strategy and Risk Division which assessed these risks across the banking, insurance and other financial sectors. He joined the banking sector team in January.

Jakob Lund

Jakob joined the FSA in September 2008 as Technical Specialist in the Banking Sector Team. Previously spent 17 years working on international economics, banking sector risk analysis and financial stability issues. Most recently, Jakob worked as Senior Advisor on Financial Institutions at the Danish central bank (2004-2008) and concurrently as external lecturer in international economics. Before this, Jakob was a Senior Manager in the Financial Stability area of the Bank of England (1999-2004) covering banking sector risks in other industrialised countries. Jakob originally started his career at the Bank of England in 1991 after completing a BA and MSc in economics at the University of London, but he has also worked for a private fund management company in Hong Kong (1994-95) and Tokyo (1995-99).

Sandra Lopes

Sandra joined the FSA Banking Sector team in September 2008. Having undertaken a career break spanning 2 years of round the world travel, she previously worked in a variety of roles at Lloyds TSB including Business Banking, Retail Distribution and Policy Co-Ordination & Risk.

She is the team administrator and brings with her a wealth of on the ground banking knowledge.

Michael Snapes

Michael joined the FSA as part of its 2002 graduate intake, having graduated with a BSc in Economics from Warwick University. He joined the Banking Sector in April 2008 following an industry secondment to Barclays Global Investors. Michael has previously worked in a variety of roles from Financial Crime Policy to Retail Themes and most recently within the Risk Team of the Wholesale Management Services Unit, providing support and challenge to supervisors of wholesale firms.

Sam Theodore

Joined the FSA in June 2008 as Manager for the Banking Sector Team. Previously spent 20 years in the ratings industry. Most recently was Managing Director for European Financial Institutions at DBRS (the Canadian rating agency), responsible for building and developing a bank rating and analysis franchise. Prior to that spent 17 years with Moody's, the last 11 as Managing Director for European Bank Ratings and Global Banking Coordinator. In this quality authored special research and industry studies including the rating agency's bank rating methodology, chaired bank rating committees, managed team of 22 analysts, met senior executives of numerous European banks over the course of many years.

Prior to Moody's spent several years with commercial and investment banks in New York.

Anne Caris

Anne joined the FSA in August 2008 as Technical Specialist in the Banking Sector Team after 10 years in the ratings industry. Most recently was a senior analyst at DBRS (the Canadian rating agency) in the European Financial Institutions team, contributing to the development of a bank rating and analysis franchise. Before this, spent 7 years at Moody's in London. In her functions, Anne has been the lead analyst of banking groups in Europe as well as involved in specific projects e.g. related to covered bonds. Has a MSc. in accounting and finance from the London School of Economics.

Angelina Caputo

Angelina joined the FSA Banking Sector Team in November 2008 as an Associate, after working as an Equity Research Associate on German and Austrian Banks at Lehman Brothers.

Previous experience includes several accountant positions and a Finance and Statistics Administrator role at RNID.

Angelina graduated in Economics from the Universita' di Firenze, Italy, in November 2005 with a dissertation about the British financial market and the Anglo Irish Bank, where she held an internship in London. Whilst at university, she joined the University Economic Editorial Board over a four year period.
